28 March 2025

On 21 March 2025, Coreso successfully hosted its first-ever Stakeholders Meeting in Brussels. The event brought together key representatives from the European Commission, National Regulatory Authorities (NRAs), Transmission System Operators (TSOs), ACER, ENTSO-E, and fellow RCCs from across Europe.

The gathering served as a platform to share insights on Coreso’s mission and activities, highlight recent achievements, and outline future priorities in regional electricity coordination. The event was organised in line with the regulation that requires RCCs to hold stakeholder meetings, as stipulated in Article 41(1) of the Electricity Regulation 2019/943.

A few highlights of the Stakeholders Meeting:

Coreso’s background and evolution

Jan Van Roost reflected on Coreso’s growth from a six-person start-up to an SME with around 160 experts, many with a TSO background, enhancing its expertise in grid operations. Sébastien Henry emphasized Coreso’s crucial role in managing Europe’s electricity grid and supporting the energy transition. Despite increasing complexity, both leaders expressed confidence in Coreso’s ability to address future challenges.

Flavio Allella and Alia Al-Hathloul provided insights into Coreso’s regulatory landscape and operational responsibilities. Alia discussed progress in regulatory mandates, while Flavio highlighted key advancements in capacity calculation, including the 2024 launch of the CORE region’s Intraday Capacity Calculation (IDCC). These initiatives aim to optimise market efficiency and enhance social welfare.

CorNet program: Strengthening coordination through innovation

The CorNet Program panel featured experts discussing its origins, strategic importance, and upcoming milestones. Amine Abada explained its 2021 launch to streamline RCC tasks, while Flavio Allella emphasised the Common Grid Model (CGM) as a foundational tool for Coordinated Security Analysis (CSA), Coordinated Capacity Calculation (CCC), and Outage Planning Coordination (OPC). Uwe Zimmermann and Dieter Weiß detailed the program’s complexity, challenges, and the significance of its December 2024 go-live.

RCCs: Building on the past to foster the future of regional coordination

The final panel explored the evolution of regional coordination, regulatory challenges, and the future role of RCCs. Experts highlighted the growing responsibilities and essential role of RCCs in managing grid complexity, cross-border cooperation, and regulatory oversight.
